Aristide's Lavalas party armed the ghettos of Port-au-Prince in a effort to resist rebels. It didn't work. Aristide is gone but the gun-totting, young men remain. International forces try to disarm them but it's Haiti's own ultra-aggressive, crack police units that get the job done.
